Debt and bonds
Bountiful's fiber fund ended fiscal 2025 with a $1.82 million unrestricted deficit as connections grew
The city reported substantial completion of its fiber network in May 2025, built with $45.5 million in sales tax revenue bonds. Its audited report shows a negative unrestricted net position, and staff reported 2,025 connections in January 2026.
Redevelopment money
Bountiful's redevelopment agency spent $2.4 million on a Main Street property and leases 135 South Main to a restaurant
The agency's fund balance fell by nearly half in fiscal 2025 after a property purchase and $1.34 million in small-business loans. Separately, its board ratified a lease of 135 South Main Street to Lucky Slice LLC at $4,000 a month or 6% of defined gross profits.
Budgets, reserves and taxes
Bountiful raised power rates 4% for fiscal 2027; its utility sends about $3.2 million a year to the General Fund
The council adopted a 4% increase in metered power rates and customer charges in June. Staff said the power utility keeps 3.6 percentage points of it and 0.4 points go to the General Fund through a transfer the city sets at 10% of electric metered sales.
Contracts and spending
After August wildfire, Bountiful approves $235,618 Echo line cleanup and moves to connect to PacifiCorp
An Aug. 7 fire destroyed 88 poles on the city's 46-kV Echo hydro transmission line. The council awarded a cleanup contract on Sept. 8 and on Sept. 22 directed staff to tie into PacifiCorp's line, an option staff estimated at about $3.5 million.
