Background
Noreen Johnson is Bicknell’s mayor and previously served on its Town Council. The council appointed her mayor in May 2018 after Mark Moosman resigned. Her early mayoral work included responding to a drinking-water shortage after the town’s springs dried up. According to the Rural Water Association of Utah, Johnson and the town’s water operator sought help with funding and project planning, and she requested guidance on selecting an engineer. The council subsequently selected an engineering firm, and the town applied for federal emergency water assistance.
