Background
Kim Soper is Panguitch’s mayor and previously served on the City Council. His public-service background includes forest habitat restoration. In 2004, the USDA Forest Service credited Soper and Jose Noriega with helping implement the Adams Head Ecosystem Restoration Project. The effort used prescribed burning and seeding from 2000 through 2003 to improve elk habitat on the Sevier Plateau. The project brought a Habitat Conservation Award to the Powell Ranger District, Dixie National Forest and Intermountain Region.
