Business and education

J. Stuart Adams's career outside the Legislature has centered on real estate, construction and development. The Senate identifies him as a partner in the Adams Company in Kaysville and a former Northern Wasatch Home Builders Association Builder of the Year. He graduated from Layton High School and earned a bachelor's degree in business finance from the University of Utah. [1]

Local government before the Senate

Adams served nine years on the Layton City Council and four and a half years in the Utah House before his Senate service. His official biography also records earlier service as chair of the Utah Transportation Commission and work chairing the Military Installation Development Authority. These roles connect his legislative career with local government, transportation planning and development around military facilities. [1]

Presidency and policy interests

The Senate's leadership biography identifies Adams as president and describes his legislative work on religious freedom, energy affordability, air quality and transportation. Its account presents those as areas of activity rather than a measurement of policy success. His individual member record places him in Senate District 7, covering Davis and Morgan counties. Leadership and district information here describe the current office, without forecasting who will hold it after the election. [1] [2]

In the 2026 General Session, J. Stuart Adams was chief sponsor of S.J.R. 14, Joint Resolution Recognizing the Utah Land Use Task Force. The resolution would have recognized the Utah Land Use Task Force for its work on land use policy, noting that land use decisions bear on housing affordability, property rights, infrastructure and quality of life. It was introduced but did not advance, and the Senate filed it on March 6, 2026. [3]

In the 2026 General Session, J. Stuart Adams was chief sponsor of S.J.R. 15, Joint Resolution Recognizing the Utah Property Rights Coalition. It would have recognized private property rights as a foundation of Utah law and honored the Utah Property Rights Coalition's work. It did not become law, and it was filed on March 6, 2026. [4]

Budget, infrastructure and oversight

Adams's committee assignments include Executive Appropriations, Public Education Appropriations and Social Services Appropriations. He also sits on the Senate committees addressing economic development, health, and transportation, public utilities, energy and technology. Legislative Management, the Legislative Audit Subcommittee and the Legislative Water Development Commission add institutional oversight and water planning to that portfolio. Committee membership identifies where he works; a position on any particular bill requires its own vote or statement. [2]
