Fred Lowry serves on the Draper City Council; his term expires in January 2028. His city biography lists service on the Draper Planning Commission from 2009 to 2012, a past chairmanship of the Draper Community Development Corporation, board service with several insurance industry associations, and his current role as president of the Canyons Education Foundation.
The redevelopment agency's 2026 annual report lists unaudited June 30, 2026 balances in East Bangerter, Sand Hills and West Freeway, along with intended uses. The agency's consultant told the council the areas had two years to spend or commit the money.
