Recorded “no” votes in council minutes

The Salt Lake City City Council minutes, as summarized by The Utah Ledger, name Dan Dugan among the members voting no on 4 agenda items. Minutes do not always record each member's vote, so this list does not show how Dan Dugan voted on other items. On a motion to deny, table or continue, a no vote is a vote against that motion. It is not a score or a rating.

From council minutes collected by The Utah Ledger; each item links to the meeting page and its official minutes.

Military, engineering and manufacturing

Dan Dugan served twenty years in the U.S. Navy, including overseas deployments and a three-year assignment in Europe. He earned a mechanical-engineering degree at the University of California, Santa Barbara, and a public-administration master’s degree at Auburn University at Montgomery. After military retirement, he moved to Salt Lake City and worked in manufacturing leadership, with a focus on quality and production efficiency. [1]

Council and youth sports

Dugan began representing District 6 in 2020 and entered a second term in 2024. He served as council chair in 2022 and has held leadership positions with the city’s reinvestment agency. His community involvement also includes coaching youth and high-school lacrosse and chairing the Intermountain Lacrosse board. His district includes East Bench neighborhoods such as Yalecrest, Bonneville Hills and Wasatch Hollow. [1]

Energy and regional cooperation

Dugan’s official biography describes longtime volunteering with Utah Clean Energy and leadership of Utah Renewable Communities. It connects his engineering background and interest in outdoor recreation with clean-energy policy. He also serves with the Utah League of Cities and Towns, Wasatch Front Regional Council and county Council of Governments, bringing his municipal work into regional planning and policy discussions. Community Reinvestment Agency leadership

In January 2026, council members selected Dugan as chair of the Community Reinvestment Agency board. The official meeting recap records that appointment alongside the council’s annual leadership selections. That role places him in agency leadership while he continues representing District 6. [2]
