Price's $15.3 million spring water line: a $4.56 million forgiven loan and a $10.6 million state loan

Price plans to replace seven miles of culinary water transmission pipeline from its springs, according to a September 2026 environmental document from the Utah Division of Drinking Water. The division says the project is needed for the city to meet current and future demand for drinking water. ^[1]

The division lists a total estimated cost of $15,297,000. ^[1]

How it would be paid for

The division's document lists three sources: a federal Drinking Water State Revolving Fund loan of $10,638,000 at 2% for 30 years, $4,559,000 in principal forgiveness, which it calls a grant, and a $100,000 contribution from the city. ^[1]

The document calls it a proposed Drinking Water Board project. It excludes the project from further environmental review and takes effect when published, on or about Sept. 3, 2026. ^[1]

The January vote

On Jan. 14, 2026, Councilmember Richardson moved to approve a principal forgiveness loan agreement with the Division of Drinking Water for $4,559,000 for replacement of the city's aging spring water transmission line. Councilmember Miller seconded, and the motion carried, according to the minutes. ^[2]

Staff said the division was allowing the city to close on the principal forgiveness loan so it could buy pipe at current prices, the minutes say. The minutes record no action on the $10,638,000 loan. ^[2]

In the budget

The fiscal 2027 water/sewer budget lists $15,197,000 on a line labeled DWB grant/loan-federal, the same as the fiscal 2026 estimate. That equals the loan and principal forgiveness in the division's document. ^[3][1]

On the spending side, the budget lists $15,282,000 for the water transmission line in fiscal 2027; the fiscal 2026 estimate was $15,297,000. ^[4]

The same fund budgets $572,000 for debt retirement principal in fiscal 2027. The budget does not say which debts that covers. ^[4]
