Nibley's code enforcement deal with the sheriff: $21,286 on paper, 'around $25,000' at the meeting

Nibley's City Council voted 4-0 on Aug. 6, 2026 to approve an agreement with the Cache County Sheriff's Office for code enforcement, waiving a second reading. Councilmember Nathan Laursen made the motion and Councilmember Erin Mann seconded it. ^[2]

The council approved those minutes 5-0 on Aug. 27. ^[3]

What the agreement says

Exhibit A of the agreement in the meeting packet sets the employee's hourly rate at $27.29 for an average of 15 hours a week, or 780 hours a year, at an annual cost of $21,286. ^[1]

The packet says the employee will also serve Hyrum, Wellsville and unincorporated Cache County. The term runs July 1, 2026 through June 30, 2027, payment is due by Dec. 31, 2026, and either side may end the agreement with 60 days' written notice. ^[1]

What was said at the meeting

City Manager Justin Maughan said the contract amount was around $25,000 and reflected a bit of a cost savings to Nibley, according to the minutes. He said the hours were similar and the cost a little cheaper, and that the city expected to get more hours through the Sheriff's Office. ^[2]

The minutes don't explain the difference between the approximate figure and the $21,286 in the written exhibit. ^[1][2]

The patrol contract

Code enforcement is separate from the sheriff's patrol contract. In May 2025, the council voted 5-0 to raise the patrol rate from $53.35 to $56 an hour. ^[4]

The June 25, 2026 packet proposed a new three-year patrol agreement listing 3,003 hours a year at $60, $64 and $68 an hour, or $180,180 for fiscal 2027. The staff report said the amount was covered in the budget approved at the previous meeting.
