Auditing North Logan: What the city's own records show about its money

North Logan is a Cache County city separate from neighboring Logan. Its budget report to the state lists separate funds for general operations, the library, water, sewer and storm water, capital projects, a Local Building Authority and a Redevelopment Agency. ^[1]

The audit

Richey, May & Co. audited the city's financial statements for the year ended June 30, 2025, and dated its report Nov. 10, 2025. It found that the statements "present fairly, in all material respects" the city's financial position, a clean opinion. ^[2]

The city's total net position, the government-wide measure of what it owns minus what it owes, was $65,057,539 at June 30, 2025: $39,457,814 for governmental activities and $25,599,725 for its utilities. ^[3]

Fund balances and the General Fund

Combined fund balances in the city's governmental funds fell from $14,211,604 to $6,089,904 during fiscal 2025, a decrease of $8,121,700. The management discussion in the audit says the significant changes included Local Building Authority spending, "which included expenditures for the community center building." ^[4][5]

Governmental net position rose $2,285,437 over the same year, from $37,172,377 to $39,457,814, Unlike the fund statements, the government-wide statements include capital assets such as buildings. ^[3]

The General Fund, which pays for day-to-day services, took in $11,544,901 and spent $13,109,592 in fiscal 2025. Its fund balance fell from $4,308,646 to $2,691,855, of which $1,753,644 was unassigned. ^[6][5]

Debt

At June 30, 2025, the audit lists $5,207,073 in bonds and notes: $4,966,487 in governmental activities and $240,586 in the sewer fund. The largest item is $4,672,389 in Local Building Authority lease revenue bonds, issued at $5 million and 2.5% interest, with payments running through April 2053. The audit says the city "is materially in compliance with all significant bond requirements." ^[7]

That schedule predates the water borrowing the council authorized in August 2024: a state-funded loan of $8,030,000 at 2.25% for water tanks, a transmission line and a well. ^[8]

The budget and taxes

The fiscal 2027 budget the city filed with the state, for the year that began July 1, 2026, sets General Fund spending at $11,510,294, including $167,427 drawn from fund balance. ^[1]

On Aug. 5, 2026, the council voted 5–0 to adopt that budget with property tax increases for general operations and the library. The city's presentation described the increase as 7.89% above the certified tax rate, bringing in $139,615. ^[9]

Redevelopment

North Logan's Redevelopment Agency took in $712,388 in fiscal 2025, including $669,492 in dedicated property taxes, spent $399,634 on community development and ended the year with a fund balance of $2,884,578. ^[5]
