Ogden

Dennys Alcivar Torres, an Ecuadorean man, told the Ogden City Council that ICE agents detained him Sept. 3 in Ogden with help from an Ogden police officer, KSL reported. He asked the city to review the incident and adopt a policy requiring police to take reports from people who say ICE agents attacked them. [1]

Alcivar spoke during public comment Oct. 13. He told the council the arrest amounted to a physical attack. He said he was cooperative, was seated in a parked car, showed his passport and told agents about a pending student visa application. Video supplied by an Ogden advocate shows agents pulling him from the car and forcing him to the ground, with an Ogden officer arriving while he was down, KSL reported. Alcivar said paramedics reported low vital signs and he was taken to a hospital. He said he called Ogden police to file a report but no officer spoke with him. [1]

The Department of Homeland Security said Alcivar entered the country legally on June 8, 2025, and did not leave by the required date, and that his pending application was denied in September for abandonment. It said he refused to exit his vehicle when ordered and resisted arrest, and that Ogden police arrived to assist. [1]

KSL reported it is the second immigration arrest involving Ogden officers since Aug. 25, when ICE detained Jonathan Paredes Rodriguez of Venezuela with an officer nearby on an unrelated matter. Ogden has no formal agreement with ICE. Police Capt. Matt Ward said Monday the department is reviewing the Sept. 3 incident and developing a policy on interactions with ICE, and he declined further comment. Both men have been released from immigration detention, and their immigration cases are unresolved. [1]
