Continuing story: Auditing American Fork

American Fork

American Fork council member Ryan Hunter cast the only vote against the Meadow View Ranch land-use change on Aug. 12, 2025, after saying he appreciated his relationship with the Horans, whose company applied for it. The minutes record two earlier votes in which Hunter and Clark Taylor noted work ties to a project before voting yes. [1][2][4]

Meadow View Ranch

The council approved Resolution 2025-08-16R, moving about 25.37 acres from low to medium residential density on the city's land-use map, 4-1. Taylor moved and Staci Carroll seconded. Carroll, Tim Holley, Ernie John and Taylor voted yes. [1]

According to the minutes, Hunter "appreciated the relationship with the Horans; however, he does have concerns about transferring credits." The minutes do not describe the relationship. [1]

Pando Lake City

On Nov. 22, 2022, the minutes say Hunter "mentioned that this has a connection with his day job, but he will be voting," on the final plat and site plan for the Pando Lake City warehouse development. He said there was "not a conflict in any way with his business." The council approved it 5-0 on a motion by Carroll seconded by Taylor. Hunter's disclosure forms list his employer as SIRQ Construction. [2][6]

When the council released Pando Lake Industrial's $544,801.23 public improvements guarantee on May 13, 2025, Hunter was excused. [3]

A 2021 zone change

On July 13, 2021, the minutes say Taylor "stated that he had been hired to do some work by the developer on this project," a zone change from residential agricultural to planned residential. He seconded Ordinance 2021-07-30, which passed 5-0. A June 2021 planning commission packet lists Brookstone Investments as the applicant for Bridges of Fox Hollow. [4][5]

The minutes do not say what Hunter's relationship with the Horans is, who hired Taylor in 2021 or what he was paid, or what work Hunter did on Pando Lake. A disclosed tie is a public record, not a finding of a conflict or of influence on any vote.
