Woodland Hills council rezones a 2-acre parcel, starts a boundary swap with Elk Ridge and presses Three Bridges developers on financing and mailboxes
October 6, 2026, 6:01 p.m. · Woodland Hills City Center, 690 South Woodland Hills Drive
At its Oct. 6 meeting the Woodland Hills City Council adopted a rezone of a 2.042-acre parcel at 125 East Mountain Vale Way from R1-2 to R1-1 and a resolution declaring its intent to adjust the city boundary with Elk Ridge near Loafer Drive. In a work session, developer Larry Mylar told the council that final plats cover about 190 lots in the Three Bridges development in Salem and said a financing dispute and a notice of default tied to a bond of about $94 million originally, now about $80 million, would be resolved through refinancing. Council members also asked about the stockpile, a replacement mailbox facility and water storage promised in an agreement with the developer. The council set an Oct. 27 hearing on the sale of a small city-owned parcel on Bear Hollow for a $20,000 offer. The minutes were approved Oct. 27.

Item 15 · Zoning
Ordinance 2026-17: rezone 125 East Mountain Vale Way from R1-2 to R1-1
Approved · 4-0
The council held a public hearing on rezoning a 2.042-acre parcel (parcel 55:052:0068) from R1-2 to R1-1; no one commented. In the work session Council Member Lunt noted the change would allow a possible future sale rather than an immediate one, and the mayor confirmed most neighboring parcels have similar zoning. The council adopted the ordinance unanimously by roll call.
- Acres: 2.042
- Current zone → proposed: R1-2 → R1-1
- Parcel: 55:052:0068
Item 16 · Annexation
Resolution 2026-47: intent to adjust the Woodland Hills and Elk Ridge boundary
Approved · 4-0
Staff from both cities met to restart the process after earlier misunderstandings, and each city is adopting a resolution declaring its intent to adjust the boundary; Elk Ridge's council was scheduled to act Oct. 13. The adjustment concerns land owned by Summit Creek along the edge of Woodland Hills near Loafer Drive, to support a future development phase, because the upper portions of the affected lots are not readily reachable from Elk Ridge. The recorder said Woodland Hills has no infrastructure there, and no definite number of added homes was established. The council adopted the resolution unanimously; the matter will return.
- Landowner named: Summit Creek
- Elk Ridge council scheduled to act Oct. 13
Item 2 · Development
Update on the Three Bridges development in Salem
Discussed
Developer Larry Mylar said final plat approval covers about 190 lots, golf course and lot improvements are expected to continue in the spring, a few hundred lots have been pre-sold or reserved, and he expects a major announcement about a homebuilding partner within 30 to 60 days. Asked about liens and a possible foreclosure sale, he attributed the issues to funding difficulties and disputes with the bond group over timing and contract terms and said he did not expect a foreclosure sale or interruption. He said the largest of three bonds, originally about $94 million, has been paid down to about $80 million and is being refinanced, and described the default notice as part of the financing dispute. On an $8 million lien on a Woodland Hills parcel, he said a different entity holds that property and that it is cross-collateralized with a Saratoga Springs project. Council Member Hutchings asked what assurances the city has that the developer will provide a replacement mailbox facility when the county rebuilds the roundabout; Mylar said Three Bridges would prepare the new platform before the existing mailboxes are removed and that the water tank and storage agreement remains on track. Council members also raised dust from a soil stockpile, trespassing near the site and a request for a resident hotline. Mylar agreed to return with periodic updates.
- Bond$94.0 million
- About 190 lots with final plat approval
- Largest bond reported paid down to about $80 million
- Developer expects an announcement within 30 to 60 days
Item 6 · Other
Open and Public Meetings Act complaint
Discussed
Mayor Hillyard noted a complaint filed with the Utah Attorney General's Office about the council's Sept. 22 discussion of residents' questions on Three Bridges. He said the office's letter to the complainant stated it would take no action because the council took no action on the topic. The council discussed requesting agenda items ahead of deadlines so resident questions can be posted on a future agenda with the required 24-hour notice.
Item 17 · Public hearing
Proposed sale of city-owned parcel at about 1035 South Bear Hollow
Pending
The city received two bids for the 0.021-acre parcel (53:367:0152). After a closed session, the mayor said the council wished to consider a $20,000 offer from Panthera LLC, identified as Summit Creek, after an Oct. 27 public hearing. The sale was announced Aug. 11 and the 45-day notice period ended Sept. 25.
- Land deal$20,000 to Panthera LLC (identified as Summit Creek)
- Public hearing: Oct. 27, 2026, 6 p.m.
Item 7 · Roads and utilities
Department reports: water tank, roundabout, road project and funding
Discussed
Community Development Director and Fire Chief Ted Mickelsen said the new water tank tied to Three Bridges is about a year and a half away and the city would keep its Maple Canyon storage shares until the state approves the new tank. Final design of the county roundabout is complete, with bidding expected in November or December and construction in the spring. Road paving was complete, with park paving to begin the next week, within budget. A drinking water funding application was received and the November state board is the next opportunity; a federal request through Rep. Burgess Owens had been recommended out of committee but still needs approval.
