Updates from the Administration
Discussed
Staff reported completed street work on 2100 South, 1100 East and Virginia Street, Mayor's Office programs, and homelessness data: resource centers were at 98.3% capacity, the second MicroShelter community's 50 beds opened September 29 and ran at about half capacity, and winter-only beds could open as soon as October 15. Council Member Young asked about state funding; staff said the Legislature gave a one-time $25 million for capital costs to add beds, with just under $24 million not yet spent, and shelter operating funds last through the fiscal year. Council Member Puy asked for a MicroShelter report to encourage other cities and state funding, and Council Member Petro asked for winter bed availability by district.

Item 2 · Zoning
Zoning map amendment at about 3052 East Emigration Canyon Road
No action
The petition by ANA Enterprises, representing the property owner, would rezone the property from FR-2/21,780 (Foothills Residential) to RMF-75 (High-Density Multi-Family Residential), increasing development potential. The Planning Commission forwarded a negative recommendation; the site is in Council District 6. The briefing was moved to a future Council meeting.
Item 3 · Other
Tenant Resource Center and Landlord/Tenant Program
Discussed
Staff said the voluntary Landlord/Tenant program, created in 2009, gives a 95% business license fee reduction ($35 per unit instead of $342) to landlords who complete training and sign a management agreement; the city had 6,650 licensed rental properties with 50,689 units, and 165 properties (498 units) chose not to participate. The Tenant Resource Center is expected to launch in October at CDC Utah, with navigation services and a Relocation Assistance Fund for Tenants offering up to four times HUD fair market rent for displacement events. Council Member Lopez Chavez asked for better records of violations. Council Member Petro asked for noise complaint metrics and for Westside office hours given displacement. Council Member Dugan asked for tracking of inspector capacity. Council Member Wharton wanted data supporting the program's success. Council Member Mano suggested the center could help match tenants to income-restricted housing.
Item 4 · Contract
Economic Development Loan Fund: Ski Trucks, LLC
Discussed
The ordinance would approve a $300,000 loan to Ski Trucks, LLC, a family-owned ski and snowboard shop at 1260 West North Temple in business since the 1960s, to create two jobs and retain 12. The rate is 6.75% fixed over seven years, lower than recent loans because the application was submitted in 2022 at the prime rate then. New procedures set a 90-day deadline to finish an application stage or the rate resets to current standards.
