Agenda, item by item
Item 1 · Presentation
Updates from the Administration
Discussed
Council Members and staff discussed temporary closures at Fairpark and safety concerns, preventing the spread of the downtown drug market, and when residents can call 911 beyond medical emergencies.
Item 2 · Zoning
Northpoint Light Industrial (M-1A) zoning text amendment
Discussed
A Council-initiated petition would create a Northpoint Light Industrial (M-1A) zone consistent with the Northpoint Small Area Plan, allowing light industrial, office and research uses while reducing effects on nearby agricultural and residential land and native habitats, in Council District 1. Council Members asked about truck sizes and chemical use by light manufacturers; Planning Director Nick Norris said staff could compare rules for the primary and secondary groundwater recharge areas and addressed chemical use near the Jordan River and wetlands.
Item 3 · Zoning
City-wide gas station standards text amendment
Discussed
Staff presented a proposal setting minimum distances between gas stations and rivers, streams and other water bodies, parks and larger open spaces, with stricter standards in the secondary groundwater recharge area; new stations not meeting the standards would be prohibited even in zones that allow them. Council Member Puy asked that recycling requirements for gas stations be included.
Item 4 · Zoning
Zoning map amendment at about 450 East 700 South
Discussed
Staff briefed a petition by the property owner, the applicant, to rezone the property from RMF-35 (Moderate Density Multi-Family) to RMF-30 (Low Density Multi-Family) so two new houses could be built in a pattern like the area's historic lots. A private easement is meant to preserve the existing house; the city holds no legal interest in it. The site is in Council District 4.
Item 5 · Other
Resolution updating collective bargaining and employee representation processes
Discussed
The city attorney's staff briefed a resolution continuing the city's practice of recognizing labor organizations for eligible employee groups and adding a process to decide whether a group should be represented by a different union. The attorney's office recommended adoption. Council Member Young asked for clear messaging about unions.
Item 7 · Other
Initial discussion of Legislative Intents for FY2024-25
Discussed
Staff held the first of three briefings on Legislative Intents. Topics included adding ambient noise to the noise policy, neighborhood district signs, concern that chicken and mobile business or food truck fees are too high, sidewalk and lane closure monitoring, and the Consolidated Fee Schedule review.
Item 8 · Budget
Budget Amendment No. 1 for FY2024-25 follow-up
Discussed
Staff presented park impact fee projects: Liberty Park play park and playground, Folsom Trail landscaping and irrigation, Warm Springs Park, North Gateway Parks and Pioneer Park. Council Member Mano supported moving bond funding from the Ballpark area to Pioneer Park while noting ballpark redevelopment would need funding soon. Planning and Design Division Director Tom Millar said projects were chosen for current momentum and community input; Pioneer Park work includes dog park expansion, misters and pickleball courts. A straw poll supported funding the projects from park impact fees, with all members in favor. Council Member Petro requested a further update on all sales tax revenue bond projects. Council-added items included replacing trees on North Temple after a herbicide spraying incident, redirecting money from the canceled Sorenson Center project to California Avenue pedestrian safety, CDBG-CV funds, analytics surveys and police noise enforcement. A second straw poll supported a one-time General Fund transfer for consultant services on the City Prosecutor's office transition.
Item 11 · Other
