Agenda, item by item

  1. Item 1 · Presentation

    Updates from the Administration

    Discussed

Staff gave the regular update, noting the Ballpark NEXT visioning phase had begun, the state accepted a remedial action plan for The Other Side Village site, and a September 8 resource fair. On the state-run non-congregate shelter project, the state is working on a city-state funding agreement, a five-month temporary site for up to 50 residents in state-owned solid structures with on-site bathrooms, perimeter fencing and a neighborhood safety and security plan.

  2. Item 2 · General plan

    Northpoint Small Area Plan, follow-up

Discussed · 2200 West corridor between the airport and the city's northern boundary

Planners reviewed the plan for land between the airport and the city's northern boundary along 2200 West, including the vision map, design standards, a Major Streets Plan amendment and three implementation items: funding to redesign 2200 West and build 2900 West, acquiring city-owned open space, and development code updates. Council Member Victoria Petro asked colleagues to join her in deferring action until an appropriate zoning designation could be applied, asked the planning department to apply universal agricultural zoning in the interim, and asked for a way to speed construction of 2900 West to reduce damage to homes along 2200 West; she said neighbors wanted to move forward and would see less light, air and sound pollution. Council Member Dan Dugan said he appreciated the plan but that it was in the wrong location, citing water and air quality, wetlands, noise and light pollution.

  3. Item 3 · Presentation

    Presentation on homelessness

    Discussed

Wayne Niederhauser, the state's homeless services coordinator, described the state's local homeless councils, state data (8,700 people newly homeless in 2022, 28,400 people reached by services, 3,700 counted in the point-in-time count), diversion and housing, and the non-congregate shelter project. Members discussed city-county-state alignment, metrics for programs, incentives for other cities to host supportive housing, zoning limits on density, workforce development and data sharing.

  4. Item 6 · Zoning

Rezone and master plan amendment at approximately 1435 South State Street

Discussed · 1433 and 1435 South State Street, 1420 South Edison Street and 121 East Cleveland Avenue

The proposal would rezone 1433 and 1435 South State Street and 1420 South Edison Street from CC (Corridor Commercial) to FB-UN2 and 121 East Cleveland Avenue from R-1/5000 to FB-UN2, amend the Central Community future land use map, and extend the area eligible for additional building height. The applicant's stated intent is to accommodate a redevelopment proposal to be submitted later. Planner Aaron Barlow reviewed the request and staff recommendation, and the project team presented a site plan. A hearing was planned for October 3.
