Magna council rezones a medical office site to commercial, 5-0, and tables a playground purchase; speakers weigh in on the mayor investigation report

September 22, 2026, 6:00 p.m. · Broadway Building, 3151 S. Broadway Street

Magna's City Council voted 5-0 on Sept. 22 to approve Ordinance 2026-O-23, rezoning the parcel at 3665 S. 8400 W. from R-M multi-family residential to C-1 commercial to match its existing medical offices, and 5-0 to table a Play & Park playground equipment purchase until the long-range planner can present the full park plan. Thirteen residents and a former mayor spoke in public comment, most about a report of investigation into Mayor Mick Sudbury; the minutes record no council action on it. The council also heard the fourth-quarter fiscal 2026 financial report, which said revenues beat projections by about 10 percent, and the minutes were approved Oct. 13.

Agenda, item by item

  1. Item Ordinance 2026-O-23 · Development

    Rezone 3665 S. 8400 W. from R-M to C-1

    Approved · 5-0 · 3665 S. 8400 W.

Planning Manager Brian Tucker said the existing medical office building no longer fit the multi-family zone under the city's updated code. Staff noted the original R-M approval limited height to 45 feet and barred residential uses, and the C-1 zone has the same 45-foot limit and no residential use. The parcel sits on Magna's primary commercial corridor under the 2021 general plan.

    • From R-M to C-1
    • Height limit 45 feet, no residential use

Moved by Council Member Jensen, seconded by Council Member George. Vote: 5-0

  2. Item 8.A · Contract

Playground equipment from Play & Park for a neighborhood park

    Continued · 5-0

Grant Coordinator Lea Kingsley presented two options: about $93,110 (option 1) and about $99,136 (option 2) after a 50 percent grant discount on the main structure and freight. The council wanted to see the broader park plan from Long Range Planner Matt Starley first and tabled the item.

    • Option 1: $93,109.66
    • Option 2: $99,135.91

Moved by Council Member Jensen, seconded by Council Member Olsen. Vote: 5-0 to table

  3. Item Discussion · Other

Proposed updates to Titles 1 and 2 of the Magna municipal code

    Discussed

Clayton Preece said Magna inherited Salt Lake County ordinances at incorporation and needs language reflecting its own structure. Discussion only; council asked for more review time before adoption.
