On Oct. 21 the Providence City Council voted 4-0 to buy a 2.3-acre parcel beside the city park, with a house, field space and 11 garage bays, for $1.4 million, and to move $1.5 million in reserved capital funds to cover it. Item 2 · Budget
Budget adjustment for a possible parcel purchase (public hearing)
Discussed
City Manager Ryan Snow said the adjustment would raise use of prior-year capital projects reserves by about $1.5 million, with $300,000 for land and the rest for administrative capital purchases, without new revenue or taxes. The city also holds about $563,000 in restricted park impact fees and about $5.6 million in a remaining reserve. A resident opposed the purchase, saying the county assessor values the parcel at $1,018,000 and online valuation sites average about $1,014,000 against a reported asking price of $1.4 million, and questioning whether the buildings and pavement can hold 20- to 30-ton trucks and whether the 36-year-old house would need commercial and ADA upgrades. He suggested buying farmland to build purpose-built facilities or adding a garage at the city yard for an estimated $200,000 to $300,000. No one else spoke.

Item 4 · Other
Purchase of parcel 02-096-0064 for $1.4 million
Approved · 4-0
Manager Snow said the owner approached the city and agreed to sell for $1,400,000 after an appraisal by an appraiser the city has used before valued it at $1,485,000. He listed uses that are not committed: storing all six garbage trucks and two street sweepers and park equipment now kept outdoors or in trailers; about an acre of added field space beside the park; and a possible fire and EMS station site, since Logan provides EMS from about a mile and a half past the city boundary and the city's contract with Logan has about three years left. Council members asked about the tenant lease, inspections and whether the slab and pavement can bear heavy vehicles; Snow said due diligence would include a home inspection, public works testing and an asphalt core sample. The council went into closed session to discuss price and, back in open session, approved the purchase at $1.4 million with due diligence and the budget adjustment.

Item 3 · Annexation
Resolution 11-2026: consider Creed Estates annexation petition
Approved · 4-0
The resolution only allows the city to consider a petition from Creed Estates LLC to annex parcel 02-117-0054, 9.82 acres near 246 East 1200 South in unincorporated Cache County east of Utah State University property. Staff have not evaluated it; if the council agrees, staff will do due diligence, bring pros and cons and set public hearings, with the earliest hearing and ordinance vote in December. The proposal would also go to the Planning Commission for zoning. The applicant's representative said he sees the parcel as suited to a community-oriented neighborhood. The property owner said most neighbors he spoke with were supportive and that extending 480 West or Garden Drive through the parcel would help ease traffic near the high school. Three nearby parcels would remain in the county unless their owners join. Approved 4-0.
- Applicant: Creed Estates LLC
- Acres: 9.82
- Current jurisdiction: unincorporated Cache County, within Providence's annexation boundary
- Next step: staff review, public hearing at the earliest in December, Planning Commission zoning
Item 1 · Presentation
Council reports
Discussed
Council Member Campbell summarized a community well-being survey: open or green space and traffic were top concerns, followed by water supply; substance use and access to culturally appropriate foods were least concerning. Mayor Alder said the Cache Council of Governments funded projects down to sixth place and ranked Providence's roundabout request seventh, the third straight year the south end of the valley received no road funding, and that about 900 people from roughly 2,200 households are signed up for the city's emergency notification program.
Item S · Roads and utilities
Staff report: sidewalks, sewer, water and library ballot question
Discussed
Snow said the 2nd East sidewalk project was nearly done, 1st East design is complete but not ready for bid, and the 12th South sewer line was connected through with substantial completion hoped for Oct. 31. The city cut water use about 10 percent with a voluntary plan, drilled a new well and expects to add it to the system next year. On a library ballot question, Council Member Sealy and Snow said it is based on about $250,000, a full year of the county's library budget, applied to a $500,000 average home, and that service level and funding would be set later through truth in taxation.
