Nephi council weighs utility dividend transfers instead of a property tax to pay for a new police station

October 13, 2026, 7:00 p.m. · Nephi City Hall, 21 East 100 North

At its Oct. 13 work session the Nephi City Council discussed raising the transfer from city-owned utility funds to the general fund by about 2 percent, roughly $9.97 per month per household, to repay a $7.5 million, 2 percent Community Impact Board loan for a new police station, after the state denied the city's proposed property tax increase. The council also heard an 11-year sewer rate plan, a golf course expansion update targeting an early fall 2027 opening, and a request to name the shooting range for a late search and rescue commander; it took no votes. Action on the dividend transfers was expected the next week. Minutes were approved Oct. 20.

Agenda, item by item

  1. Item 4 · Budget

Dividend transfer options to fund a new police station

    Discussed

The state denied the proposed property tax increase meant to cover bond payments. For years 8 percent of utility gross revenues has moved to the general fund; a roughly 2 percent increase would repay the $7.5 million CIB loan at 2 percent, about half the station's cost, at about $9.97 a month. Council members said state tenants should cover their share of interior build-out. It comes back for action the following week.

  2. Item 3 · Taxes and fees

    Eleven-year sewer rate plan

    Discussed

City Administrator Seth Atkinson presented a rate model built to cover planned capital projects while keeping a positive fund balance. Phasing in increases or using tiered volume charges was discussed.

  3. Item 2 · Parks

    Golf course expansion update

    Discussed

Delays came from heavy rain, which led to larger drainage pipes (36 and 48 inches instead of 12), and from choosing a well site. Several greens are ready for seeding and most cart paths are done; opening is targeted for early fall 2027.

  4. Item 1 · Other

Request to name the shooting range for Gary D. Lofgran

    Discussed

A police representative asked that the range be named a memorial range for the late search and rescue commander who helped establish it. The mayor said the council would consider the request.
