Mount Pleasant delays a 62-acre development to revise its agreement

September 22, 2026, 6:30 p.m. · City Council Chambers, 115 West Main Street

At its Sept. 22 meeting the Mount Pleasant City Council continued by three weeks a requested PUD overlay zone for about 62 acres south of Aspen Village Mobile Home Park so the development agreement and its 25-year phasing can be reviewed, postponed a riding-lesson conditional use, and unanimously approved community centers and meeting halls as conditional uses in the Public Facility zone. Councilmember Jakob Howcroft announced it was his last meeting because he is moving.

Decisions at a glance

Agenda, item by item

  1. Item 1 · land-use

Aspen Village-area PUD overlay zone (about 62 acres, 300-700 South and 700-900 East)

    Tabled

A developer presented a requested planned unit development overlay zone for about 62.4 acres south of Aspen Village Mobile Home Park, to be built in phases over roughly 25 years. The first phase would include about 28 lots and seven townhomes, with new roads connecting 700 East and 600 East, some public and some private roads maintained by a homeowners association, and culinary water only. Council members were comfortable with the overlay zone but not the development agreement as presented, citing the 25-year timeline and a need for city attorney review and two parking spaces per townhome. The council continued the item three weeks.

Councilmember Beck moved to continue for three weeks, Councilmember Beesley seconded.

  2. Item 2 · land-use

Horseback riding lessons as a conditional use in the R-A zone

    Tabled

The council postponed a Planning Commission recommendation allowing horseback riding lessons as a conditional use in the Residential Agricultural zone so staff can provide a list of requirements; a member wanted fencing to be required only where appropriate rather than with every permit.

Councilmember Beck moved to postpone, Councilmember Howcroft seconded.

  3. Item 3 · land-use

Community centers and meeting halls as conditional uses in the Public Facility zone

    Approved · 5-0

The council approved a Planning Commission recommendation allowing public or private community centers, meeting halls, civic centers or convention halls as conditional uses in the Public Facility zone.

Councilmember Beck moved, Councilmember Keisel seconded.. Vote: 5-0

  4. Item 4 · finance

    Irrigation main break damage claim

    Discussed

A resident asked whether the city would help pay to replace a water heater damaged when about a foot of water entered a basement after an Aug. 27 irrigation main break. Staff said the city maintains the line, will check whether an assistance program can help, and the council discussed a policy for limited help when city infrastructure causes damage not covered by insurance. No vote was taken.

  5. Item 5 · administration

Tie-breaking ordinance for appointments (Ordinance 2026-14)

    No action

The mayor said the ordinance on breaking ties when filling municipal vacancies was unnecessary because the mayor already casts the tie-breaking vote. The council took no action.

  6. Item 6 · finance

    Consent agenda and transformer purchase

    Approved · 4-0

The council approved a $685,495.52 claims register and Sept. 8 minutes, and a $13,640 purchase from Stuart Irby Co. for a single-phase pad transformer for Grizzly Gulch.

Councilmember Keisel moved, Councilmember Beesley seconded.. Vote: 4-0
