Centerfield council adds subdivision fees, fills a vacancy 3-1 and weighs sharing costs of 600 North road work for a car wash

October 7, 2026, 7:01 p.m. · Centerfield City Hall

At its Oct. 7 meeting the Centerfield City Council adopted Resolution 2026-8, adding subdivision fees of $250 plus $25 per lot for preliminary and final plat applications, appointed Craig Buelo 3-1 to fill the vacant council seat through Dec. 31, 2027, and heard a developer's request that the city share the cost of about $65,000 in road, drainage and asphalt work on 600 North for a new car wash. The council made no decision on that request and asked for a cost breakdown. It also waived $871.66 in late fees on a utility account and took no action on whether to charge police and fire fees on vacant lots. These are unapproved minutes.

  2. Development

600 North road improvements for a new car wash

Discussed · 600 North, Centerfield and Gunnison

The developer of a new car wash described raising and paving 600 North, with storm drains, dry wells, curb, gutter and sidewalk to match existing elevations. Dry wells, roadwork and asphalt are estimated at about $65,000, with curb and gutter extra. He asked the city to share costs, noting Gunnison City would cover some work on its half of the road. Council members questioned whether it is a developer cost or shared public infrastructure, wanted to coordinate with Gunnison City, and warned a contribution could set a precedent. No decision; the developer was asked to provide a detailed breakdown for the Oct. 21 meeting. A developer handout in the Oct. 21 packet puts the total project cost at $114,000, with Gunnison City contributing $65,000, and asks Centerfield to help with the remaining $49,000.

  3. Appointment

    Council vacancy filled

    Approved · 3-1

The council interviewed two community members for the vacant seat. Councilman Edwards, Councilman Hammond and Councilman Smith voted for Craig Buelo and Councilman Hansen voted for Kaeli Young. Buelo was appointed through Dec. 31, 2027 and sworn in. The council also interviewed two candidates for a planning and zoning vacancy and appointed Becky Edwards, 3 votes to 1 for Holly Anderson, with one council member recusing.

    • Council seat vote: Buelo 3, Young 1
    • Planning and zoning vote: Edwards 3, Anderson 1, one recusal

Vote: Buelo 3, Young 1 (open vote between two candidates)

  4. Taxes and fees

Police and fire fees on vacant lots

    Discussed

Discovered during the secondary water meter installation, vacant lots are not being charged police and fire fees. Members differed on whether vacant lots should pay the same as developed ones or less. The city fire fee applies only to the city fire budget, not the fire district. No decision; to return in about two weeks.

  5. Taxes and fees

Late fee write-off on a utility account

    Approved · 3-0

A relative interested in buying a family home under foreclosure asked the city to forgive accumulated late fees. The council waived $871.66 with no further penalties accruing, and discussed whether a policy is needed.

    • Fee$871.66 Waived accumulated utility late fees

Moved by Councilman Hansen, seconded by Councilman Hammond. Vote: 3-0

  6. Public safety

Gunnison Valley fire, water, sewer and police updates

    Discussed

The Gunnison Valley Fire Department had responded to 90 calls in 2026 versus 87 in all of 2025, and expected to keep its Class 5 ISO rating. About 200 feet of pipe remained for the culinary loops, and the chlorinator building concrete was repoured. The state had not yet answered on land application of sewer-related material. The mayor said seven people were detained in recent immigration enforcement in the area and that city police may use discretion in cooperating with federal authorities; he said the county wants to reduce its share, now about 20 percent, of a school resource officer's salary.
