October 8, 2026, 6:00 p.m. · Town Council Chambers, 295 East 300 North
At its Oct. 8 meeting the Annabella Town Council approved buying about $16,000 of culvert pipe and hiring a contractor to carry stormwater past 3rd East and Annabella Road. Engineers said a recently funded water improvement project, 70 percent grant and 30 percent loan with about $34,873 in annual debt service starting in 2028, will require a base rate increase of at least $8.26 per connection per month; no action was taken. The council also backed pursuing a trailhead grant and declined to write a new feral cat ordinance. These are draft minutes.

Approved · 4-0
The council approved buying the full culvert pipe order, about $16,000 in materials including roughly 33 percent extra for future drainage work, and contracting installation on 3rd East and Annabella Road. A rain event had nearly undermined the canal pipe. The mayor and a councilmember will meet Jones & DeMille Engineering about a stormwater master plan.

The minimum increase is about $8.26 per connection per month on the $39.33 base rate; he urged a larger increase for maintenance margin and suggested putting increases in the base rate. Item 7 · Parks
Trailhead grant opportunity
Discussed
Jack Reider described funding through the Pioneer Trail Committee, which directs ATV registration fees to grants, and a site by the Community Center west parking lot with paved access, truck-and-trailer parking, restrooms and kiosks. The council supported pursuing it and will set a budget and a point of contact.

Citizen input on feral cat feeding
Discussed
A resident's letter asked for a registration and sterilization requirement for people who feed feral cats. The council noted the town follows Sevier County's 2002 animal control ordinance, decided a new town ordinance was not warranted, and directed the clerk to reply describing county nuisance rules and the county's trap-neuter-return program.
Item 11 · Other
Youth Council activities
