The Ogden City Council minutes, as summarized by The Utah Ledger, name Dave Graf among the members voting no on 1 agenda item. Minutes do not always record each member's vote, so this list does not show how Dave Graf voted on other items. On a motion to deny, table or continue, a no vote is a vote against that motion. It is not a score or a rating.

Business career
Dave Graf built a career in school-related sales after purchasing a Jostens franchise territory in Colorado in the early 1980s. He worked with high schools and universities across northern Colorado, Wyoming and neighboring areas for 32 years. Following retirement, he moved to Ogden, where he established a home and became involved in civic organizations and municipal planning.[1]
Planning and community service
Graf served nearly eight years on the Ogden Planning Commission before joining the council. His official biography also identifies volunteer leadership with the Ogden Marathon and board service involving the Ogden Nature Center, Visit Ogden and Wasatch Front Regional Council. Those assignments connect land-use questions with tourism, outdoor recreation and transportation planning that extends beyond the city itself.[1]
Growth priorities
As a council member, Graf says he wants Ogden to grow responsibly, preserving its historic character and sense of community while strengthening the local economy. His biography places those interests alongside an active outdoor life involving skiing, hiking and bicycling. His planning experience and regional assignments form the documented background to his work balancing development and the qualities that attract residents to the city.[1]
Council vice chair
The council elected Graf vice chair for 2026 on February 3. He represents District 4 and began serving in 2024. In the city’s announcement, he describes the leadership assignment as an opportunity to learn and serve both the whole council and its individual members. The appointment adds a council leadership role to his district representation during a term ending in December 2027.[2]
