Background

Cindi Holyoak is San Juan County’s recorder and previously spent 14 years as Monticello’s city recorder. In a 2024 candidate statement, she described an earlier career managing the Wells Fargo bank in Monticello and training in fraud prevention and customer service. She said her municipal work included finance, payroll, human resources, building administration and planning and zoning, and that she became a Certified Municipal Clerk. Her statement also reported cadastral-mapping certification and graduation from Southern Utah University’s Utah Rural Leadership Academy. San Juan County records document her taking the recorder’s oath again in January 2025.
