Brittney Bills is mayor of Highland, which has a six-member council-manager government of a mayor and five at-large council members. The city's mayor page says the mayor chairs the council and votes only to break ties, and lists her assignments as the Mountainland Association of Governments Executive Council and Regional Planning Committee, the Lone Peak Public Safety District Board, the Utah League of Cities and Towns, and Alpine School District liaison. In her 2025 candidate statement, written by her and posted by the city, she says she works in software implementation and teaches political science; she ran unopposed for mayor in 2025 after serving on the City Council.
Highland's council voted 4–1 on Sept. 1, 2026 to renew a one-year, $100,000 contract with DLS Consulting, Inc. for grant and legislative support. Staff credited the consultant with helping the city secure about $4 million in grants over four years; one council member proposed an in-house grant coordinator instead.
