H.B. 430: Adult Probation and Parole Reimbursement Amendments

2026 General Session · Originating chamber: House

Saved official records and Ledger coverage. The outcome below is from the Legislature’s own step list.

What the bill does

Did not pass both chambers; the bill was filed on March 6, 2026.

It would have required the Department of Corrections to sign agreements reimbursing local agencies that a court orders to supervise felony probationers. It never reached a floor vote: a House committee returned it to the Rules Committee, and it was filed on March 6, 2026.

This bill addresses the reimbursement of local government agencies that supervise certain offenders on probation.

  • Requires the Department of Corrections to enter into a memorandum or understanding with a local government agency to reimburse the local government agency when a court orders the local government agency to supervise an offender on probation who has committed a felony
  • Makes technical and conforming changes

The description and list come from the bill's own long title as recorded by the Legislature; the paragraph above is the Ledger’s summary. Read the official bill. The Ledger takes no position on it.

Fiscal note

From the Legislative Fiscal Analyst's note on H.B. 430, dated February 4, 2026. A fiscal note estimates direct costs and revenue; it is not an appropriation.

  • State revenue: Enactment of this legislation likely will not materially impact state revenue.
  • State expenditures: Enactment of this legislation would require the Department of Corrections to reimburse local agencies supervising individuals convicted of a felony the cost of supervision. It could cost the Department of Corrections $214,700 one-time from the General Fund in FY 2026 and $1,399,400 ongoing from the General Fund beginning on FY 2027.
  • Local government: Enactment of this legislation would require the Department of Corrections to reimburse local agencies who supervise individuals convicted of a felony and were placed under the supervision of the local agency. Cache County currently supervises 180 individuals, and with a daily cost of $21.
  • Individuals and businesses: Enactment of this legislation likely will not result in direct expenditures from tax or fee changes for Utah residents and businesses.
