H.B. 283: Raw Milk Amendments

2026 General Session · Originating chamber: House

Saved official records and Ledger coverage. The outcome below is from the Legislature’s own step list.

What the bill does

Did not pass both chambers; the bill was filed on March 6, 2026.

It would have set up a registration and regulatory system for raw milk sales, with operating rules, labeling, testing, inspections and penalties. It never reached a floor vote: a committee sent it back to the Rules Committee, and it was filed on March 6, 2026.

This bill addresses the regulation of raw milk.

  • Defines terms
  • Requires registration
  • Provides for general operational requirements
  • Addresses signage, labeling, and marketing material
  • Imposes requirements specific to markets
  • Addresses foodborne illness outbreaks
  • Addresses testing and inspections
  • Provides for enforcement and penalties
  • Makes technical and conforming changes

The description and list come from the bill's own long title as recorded by the Legislature; the paragraph above is the Ledger’s summary. Read the official bill. The Ledger takes no position on it.

Fiscal note

From the Legislative Fiscal Analyst's note on 2nd Sub. H.B. 283 (Gray), dated February 18, 2026. A fiscal note estimates direct costs and revenue; it is not an appropriation.

  • State revenue: Enactment of this legislation could reduce Dedicated Credit revenues to the Department of Agriculture and Food by $9,900 from reduced fees from raw milk testing and implementing a new fee for raw milk producer registration.
  • State expenditures: Enactment of this legislation could reduce dedicated credit expenditures by the Department of Agriculture and Food by $83,200 ongoing beginning in FY 2027 from reducing the testing and inspection frequency and changing the registration process for raw milk producers.
  • Local government: Enactment of this legislation likely will not result in direct, measurable costs for local governments.
  • Individuals and businesses: Enactment of this legislation could reduce the amount paid by raw milk producers by $9,900 in aggregate from eliminating monthly testing and implementing a new registration process.
