Continuing story: Auditing Tremonton

Tremonton

Tremonton is a member of UTOPIA, the Utah Telecommunications Open Infrastructure Agency. UTOPIA is a separate legal entity created to build an open telecommunications network offering broadband to homes and businesses in member cities. The city has no ongoing responsibility to fund UTOPIA's operations, its audit says. [1]

UTOPIA's revenue bonds are backed by member cities' sales tax revenues. When UTOPIA refinanced its bonds in fiscal 2012, Tremonton's pledge agreement was amended. It now requires the city to pledge up to 100% of its sales and use tax revenue, limited by an annual maximum that rises about 2% each year until the pledge ends in fiscal 2040. [1]

What the city has paid

The general fund paid $396,173 toward the pledge in fiscal 2023 and collected $103,125 from UTOPIA. In fiscal 2024 it paid $404,096 and collected $110,911. [3]

In fiscal 2025 it paid $412,178 and collected $118,994. [2] Payments less collections came to $293,048, $293,185 and $293,184 in those three years.

The city's sales and use tax revenue was about $3,184,000 in fiscal 2025, the audit says. [1]

Under the agreement, the audit says, the city's payments are a loan to UTOPIA, repaid from system revenues after bond payments. The city may charge interest of up to 6% from the date of each payment. [1]

This year and next

The audit puts the maximum pledge for fiscal 2026 at about $420,000, or about $35,000 a month. [1] The budget document printed June 16, 2026 shows $420,421 in contributions for 2025-26 and no refund recorded yet, against a budgeted refund of $126,000. That column covers only part of the year. [4]

The 2026-27 budget lists a $430,000 contribution and a $126,000 refund. [4]

At the June 16, 2026 council meeting, UTOPIA Executive Director Roger Timmerman and Chief Financial Officer Jason Roberts presented. They said UTOPIA's bonds run through 2040, the minutes say. [5]

UTOPIA is a separate legal entity. Its bonds are not listed as city debt, and this story does not attribute them to Tremonton.
