Auditing Enoch: what the city's budget and audit say about its money

Enoch city is a municipal corporation in Iron County governed by an elected mayor and a five-member council, according to its audited financial statements. The audit says the city has no component units. ^[11]

The Utah Ledger is reviewing Enoch's public financial records and reporting only what the documents state. Each story in this series links every figure to the record it comes from and names the dates it covers.

The fiscal 2027 budget

On May 20, 2026, the City Council adopted the budget for the fiscal year ending June 30, 2027, through Resolution No. 2026-05-20-A. Council Member David Harris moved to approve it and Council Member Kimberlee Trower seconded. Harris, Debra Ley, Trower and Jacob Miner voted yes; Shawn Stoor was absent. ^[1]

Treasurer Ashley Horton recommended leaving out a request of about $60,000 for a part-time building technician or inspector because the budget was already "slightly in the negative," according to the minutes. She proposed considering it in a mid-year adjustment instead. ^[1]

The budget filed with the state shows general fund revenues of $5,673,100 and expenditures of $5,673,100. ^[2][3]

Budgeted general fund revenues include $1,470,000 in sales tax and $725,152 in property taxes. They also include $791,700 from a Class C road fund reserve and a $61,579 fund balance appropriation. ^[2]

The largest general fund departments are police, at $1,903,400, and streets and roads, at $1,821,500. ^[3]

The sewer fund budget lists $6,000,000 on a line labeled "AOC Grant Administration-CDBG" and $6,000,000 of capital outlay. The water fund lists $900,000 on a line labeled "Anderson Well - CDBG." ^[4]

The fiscal 2025 audit

Kimball & Roberts, a Richfield accounting firm, audited the city's financial statements for the fiscal year ended June 30, 2025. In its Aug. 11, 2025, report, it said the statements "present fairly, in all material respects" the city's financial position. ^[5]

In the general fund, fiscal 2025 revenues were $6,252,206 and expenditures were $5,974,032, a $278,174 increase in fund balance. ^[6]

The general fund ended the year with a $5,302,489 fund balance. Of that, $2,140,293 was unassigned. The rest was restricted for Class C roads ($1,946,828), impact fees ($974,945) and the animal shelter ($70,619), or assigned to the cemetery ($169,804). ^[7]

The management discussion in the audit says the unassigned balance equaled 36 percent of general fund expenditures. ^[8]

The capital projects fund ended the year with $854,870, bringing combined governmental fund balances to $6,157,359. ^[7]

The capital projects fund's $2,253,676 in fiscal 2025 revenue included $2,220,000 listed as miscellaneous revenue. That is the same amount as the sales tax revenue bonds the city issued that January. ^[6][9]

The city-owned water, sewer, drainage and sanitation funds are reported separately. The water fund had $130,606 in operating income. The sanitation fund had a $107,007 operating loss, with $634,160 in operating revenues and $741,167 in operating expenses. ^[14]

Debt at June 30, 2025

On Jan. 8, 2025, Enoch issued $2,220,000 of sales tax revenue bonds at 2.5% interest for the construction of a public safety facility. The audit says the bonds are secured with sales tax revenues. Its repayment schedule runs through 2056 and totals $3,150,825 in principal and interest. ^[9]

The city's water and sewer funds owed $1,048,000 in bonds: $269,000 on 2009 water revenue bonds, $616,000 on 2024 water revenue bonds and $163,000 on 2018 general obligation sewer refunding bonds. ^[10]

These are balances on June 30, 2025. In August 2026, the council approved parameters for up to $5 million of new sales tax revenue bonds for a park; the records reviewed don't show that any of those bonds have been issued. ^[15]

What this series follows

The fiscal 2025 state compliance report found that certain approved 2024 council minutes were not posted to the Utah Public Notice Website within the required three business days. The auditors said the city complied in all material respects with the state requirements they tested. ^[12]
