Utah Bankers Association
A statewide banking trade group with education, commercial-services and advocacy roles.
The Utah Bankers Association (UBA), established in 1908, is the trade association for commercial banks, savings banks and industrial banks in Utah. It says it serves, represents and advocates for the interests of its members. It is an industry association, not a regulator or a consumer-advocacy group. About UBA
Membership and services
UBA's published eligibility admits FDIC-insured national, state, savings, thrift, savings-and-loan and industrial banks doing business in Utah, and its directory includes both Utah-based and national organizations. Membership does not show that a bank endorses every UBA position, and the directory is not a substitute for regulator records on charters, ownership, deposit insurance or assets. Affiliate membership is offered separately to otherwise eligible financial institutions without insured deposits in Utah. Affiliates receive member benefits but cannot vote or sit on the board. Affiliate membership
Its services include conferences, seminars, webinars, online courses, banking schools and leadership development, and it provides American Bankers Association training locally. Education
Endorsed vendors enter revenue-sharing agreements with UBA, which says the arrangements reduce its reliance on dues. The endorsements cover insurance, compliance, recruiting, payments and technology. An endorsement is a commercial relationship, not government approval. Endorsed vendors

These are separate fields that should not be added together, and neither is PAC spending. Both describe that fiscal year, not current balances.
The return was filed December 16, 2025. Full Form 990
Legislative and regulatory activity
UBA describes its advocacy as legislative work, engagement with regulators, a Bankers Day at the Legislature, Washington visits and grassroots meetings with lawmakers. Get involved
The state's lobbyist-by-principal lookup lists UBA lobbyist relationships going back years. On October 17, 2026, the records showed no end date for Christopher Bleak, Jodi Hart, Howard Headlee, Jackson Last, Alisha Rogers and Jeff Rogers; other relationships show ended or canceled dates. A record without an end date does not by itself show a current annual registration, so we have not stated a count of current UBA lobbyists. Lobbyist-by-principal lookup
Minutes of the Senate Business and Labor Committee for February 25, 2026 record Jackson Last of UBA speaking in favor of the second substitute of HB72, Criminal Use of Cryptocurrency Amendments, which the committee then passed out favorably. Committee minutes, page 5 · Utah bills
UBA's own 2026 tracker marks HB72 with an S and HB571, Immigrant Amendments, with an M. The tracker is a dated snapshot and does not show a bill's final status. 2026 legislative tracker
Policy positions
A September 19, 2025 joint comment by UBA, the National Association of Industrial Bankers and the Nevada Bankers Association asks for clearer and faster deposit-insurance application procedures, restored regional-office authority, and capital treatment matching similar insured banks after an industrial bank's first three years. It defends the industrial-bank parent-company framework. These are the commenters' recommendations; the FDIC hosting the letter does not mean the agency adopted them. Joint comment hosted by the FDIC
In an August 18, 2026 column, UBA president Howard Headlee argues for closing what he calls a loophole that lets payment stablecoins offer yield-like rewards, saying it could pull deposits from banks and reduce lending, and credits Sen. John Curtis for taking up the issue. Those are his arguments. Headlee's column
An August 25, 2026 announcement says 39 state bankers associations formed BankChain Alliance to build an industry-owned blockchain network, targeting a 2027 launch, with possible uses including tokenized deposits, stablecoins and settlement. UBA announcement The alliance's about page, checked October 17, 2026, says 40 states are represented and lists Headlee among its leadership. Neither page shows that the network has launched or that every UBA member bank takes part. BankChain Alliance
Political committees
UBA runs two political action committees that are separate from the association's operating finances above. It says only individuals may give to the federal UBA Action PAC, funded by member-bank executives, and that the UBA State PAC follows state election law in supporting candidates for Utah office. The FEC lists the committee as a qualified trade-association PAC registered in 2002. “Unauthorized,” in the FEC's terms, means not authorized by a candidate. The period above is the FEC's current reporting window, not 2026 alone. We have not verified the state PAC's totals. FEC committee overview
An earlier FEC advisory opinion addressed a proposed “Friends of Traditional Banking” communications project associated with UBA and its Action PAC. It does not describe the current structure or finances of any similarly named group. FEC Advisory Opinion 2011-14
